Housing service transformation starts with service design

With resident expectations rising, product teams are being asked to deliver better outcomes while managing tight budgets and complex regulatory requirements. Housing services are under increasing pressure.
The instinctive response is often to look at technology, but a new HMS or resident portal isn’t always the answer.
Before you buy a new system, ask a different question
If repairs are taking too long, contact volumes are increasing, or residents are struggling to get the service they need, it's tempting to assume the technology is the problem.
In our experience, the biggest barriers to improvement are often found elsewhere:
- Processes that have evolved over time and become unnecessarily complex
- Resident journeys that span multiple teams with unclear ownership
- Duplicate data and manual workarounds
- Governance structures that slow down decision-making
- High levels of avoidable demand caused by service design issues
Organisations can end up investing significant time and money digitising inefficient processes rather than improving them.
Start with the service, not the technology
Before investing in new technology, it's worth stepping back and asking a simple question: what's actually causing the problem?
We've seen organisations spend significant time and money implementing new systems, only to find no significant performance improvement because the underlying issues were never addressed.
Understanding how services operate today means looking beyond the technology. It means examining resident journeys, service demand, process bottlenecks, governance, data quality and the way teams work together.
The goal isn't to make services more digital. It's to make them work better.
Technology should support a better service, not become the transformation strategy.
Once you understand what's driving poor performance, you can make better decisions about where technology can help and where other changes are likely to have a bigger impact.
Sustainable improvement requires more than a system upgrade
Technology is just one part of the picture.
Lasting improvement happens when four elements work together:
- People
Ensuring teams have clear roles, responsibilities and the capability to deliver effective services. - Process
Reducing complexity, removing duplication and creating consistent ways of working. - Data
Providing accurate information that supports performance management and informed decision-making. - Technology
Enabling better services and supporting staff rather than dictating how work gets done.
Miss one of these areas and transformation becomes much harder to sustain.
Why operating models matter
Many housing services have adapted over years of organisational change, policy reform and technology upgrades.
The result is often an operating model that has grown organically rather than been deliberately designed.
We've seen housing providers invest heavily in digital channels only to find contact volumes remain unchanged because the underlying causes of demand were never addressed.
We've also seen organisations deliver significant improvements without replacing core systems, simply by redesigning processes, clarifying accountability, improving the way teams work together and identifying opportunities to embed intelligent automation into day-to-day operations.
This is where operating model design becomes important.
It provides clarity around how services are delivered, who owns what, how decisions are made and how people, process, data and technology come together to support resident outcomes.
Not sure where to start?
At Stellarmann, we're often brought in when organisations know something needs to improve but aren't yet sure where to focus.
Rather than jumping straight to technology, we help housing teams step back and look at the bigger picture: resident journeys, service demand, operating models, governance, data and processes.
That's why we offer a free, no-obligation Housing Service Review Workshop for housing, transformation and local government leaders. Together, we'll explore your current challenges, identify opportunities for improvement and help you understand where change is likely to have the biggest impact.
